If it were me, I'd pair it with a loose gray or white v-neck. Something similar to what the model has on. You could even do a simple tank with a subtle design on it. Like a black tank top with a gray design and you could tuck it in so just a little is seen. It's such a busy pattern so the top should even it out.
But since you're looking for a bright top I'd say to go look for a tank top thats the same color thats found in the skirt. You could do pink, orange, blue, green.
