answer 1
These hooks are not equipped with hardware for hanging. If you are looking to hang them on a regular wall, and you use drywall anchors and appropriately-sized screws, you can hang many a thing heavier than a scarf - it all depends on what you use to install the hooks. They are made of iron, so they are quite strong.

answer 2
Yes. I would say a light necklace or scarf is the only thing they can hold without breaking. They are not good for practical reasons

I bought these to try to hang towels on for a guest bathroom and due to the poor design of the plates on the back I could not secure them well enough to the wall without them wobbling all over the place. Unless you are planning on using them infrequently I would pass on these. I love the look, but the hanging mechanism doesn't cut it. Be on the look out for my full review.

Yes, they can hold a scarf. The weight limit will depend on what hardware you use (they do not come with any) and if you hang it on a stud or directly into wood. The holes provided are so small that I couldn't find any screws to fit so I had to use nails that were 1.25" long with a very very small head.. so you can imagine that these hooks will hold very little or lightweight items, like a couple necklaces or one thin cotton shirt.
