Yes, it is true. Get a size smaller. I ordered smalls on both and they are a bit big. Not obnoxiously big, but... a little big.

I didn't find it ran large, maybe slightly depending on how you want it to fit. I'm normally a M and the M in this fit "comfortably" but not baggy.
